Urgent Action: Kalamassery and Aluva Municipalities Crack Down on Periyar Pollution with Stiff Penalties!
Kalamassery, Aluva, and Eloor municipalities have collectively imposed fines exceeding ₹25 lakh on violators for the illegal discharge of untreated wastewater and waste dumping into the Periyar River as of March this year. Recent data from the Kerala State Pollution Control Board indicates that the Kalamassery municipality alone has collected ₹22.3 lakh in penalties. Inspections have pinpointed various establishments, commercial complexes, apartments, and even hotels that failed to adhere to proper waste management protocols.
In addition, Aluva municipality has levied penalties totaling ₹3.4 lakh, as of February 2025, following inspections that uncovered illegal discharge points into drains and streams connected to the river. This includes a fine of ₹1.6 lakh specifically for illegal waste dumping and a ₹25,000 penalty for the unlawful discharge of septage into the waterway. The imposition of these fines began during the 2020-21 fiscal year as part of short-term measures to tackle pollution.
The sluggish implementation of the Periyar rejuvenation plan has drawn criticism from the National Green Tribunal. This body assessed reports from the State Level Monitoring Committee on Solid Waste Management and voiced concerns regarding the ongoing pollution issues. The tribunal’s Southern Bench has urged authorities to identify the underlying causes of the contamination and take immediate preventative actions. Additionally, the government has been directed to propose effective strategies for mitigating river pollution.
