Bharat Heavy Electricals Limited (BHEL) is set to take a pivotal role as the nodal agency for the aggregation of demand for electric vehicle (EV) charging stations in India. This development signals BHEL’s crucial involvement in the tendering process for these installations, as indicated by anonymous sources familiar with the situation. Price discovery will be a vital function for BHEL in its expanded responsibilities within India’s rapidly evolving EV ecosystem.
The significance of this initiative cannot be overstated, especially considering the Indian government’s PM E-Drive scheme, which is designed to promote green mobility. With a budget allocation of ₹2,000 crore specifically earmarked for electric vehicle charging stations-about 20% of the scheme’s overall outlay-this initiative aims to enhance the infrastructure necessary for a sustainable transport system. Launched on October 1, 2024, the PM E-Drive scheme will run until March 31, 2026, with a financial commitment of ₹10,900 crore, targeting increased adoption of electric vehicles and the establishment of a robust manufacturing ecosystem.
Under this ambitious scheme, the government plans to support the installation of charging stations catering to a variety of vehicles: 22,100 chargers for electric four-wheelers, 48,400 for two- and three-wheelers, and 1,800 for electric buses and trucks. The charging stations must meet specific minimum capacity requirements-12 kilowatts for two- and three-wheelers, 60 kilowatts for four-wheelers, and 240 kilowatts for buses and trucks.
On May 21, the Ministry of Heavy Industries announced that BHEL would also be responsible for developing a unified digital super app aimed at enhancing user experience across India. This app is expected to offer features such as real-time slot booking, payment integration, charger availability status, and progress dashboards related to the PM E-Drive scheme’s national deployment efforts. Furthermore, BHEL will coordinate with state governments and various ministries to evaluate and compile proposals for charger installations.
To set up these EV chargers, state governments and central ministries are required to submit bids post demand aggregation and feasibility studies. This collaborative approach aims to streamline the deployment of charging stations. However, land availability remains a significant challenge; access to suitable land and high rental costs are identified as critical hurdles. Guidelines dictate that state authorities must manage land access for charger locations, thereby incentivizing charge-point operators to establish installations in high-demand areas.
Once approval for demand is secured, the appointed nodal agency will initiate the tendering process, which includes defining parameters for charger configurations and available locations. Following successful bids from charge-point operators and subsequent review by the Ministry of Heavy Industries, subsidies for charging stations will be disbursed in stages.
The government is prepared to finance up to 80% of the upstream costs associated with setting up these charging stations. In certain cases, full funding could be granted. As India’s push towards green mobility gains traction, it faces ongoing challenges with EV charging infrastructure. Rajat Mahajan, a partner and automotive sector leader at Deloitte India, noted that while consumer interest in sustainability is growing, barriers such as charging infrastructure and upfront costs persist as influential factors.
As the landscape shifts toward electric mobility, effective collaboration among stakeholders, government support, and robust infrastructure development will be essential to overcoming existing challenges and driving widespread adoption of EVs in India.
