Passengers at Chicago Midway International Airport faced significant changes on February 18, 2025, as Southwest Airlines prepares to implement a controversial new baggage policy. Starting Wednesday, the airline will end its long-standing “two bags fly free” rule, a hallmark feature for over half a century that distinguished it from competitors. This transition is part of a broader strategy to boost revenue; baggage fees generated nearly $7.3 billion for U.S. airlines last year, highlighting the financial pressure Southwest faces.
While the airline has not disclosed the specific fees, most competitors charge around $35 to $40 for the first checked bag on domestic flights. Additionally, Southwest is set to roll out basic-economy tickets, a move reminiscent of practices seen at Delta, American, and United Airlines, complementing this significant shift in its business model.
For tickets purchased on or after Wednesday, travelers will need to brace for the new fees. However, those who bought tickets before this date will still enjoy the two free checked bags promised previously. The new fees will affect various ticket categories, including the no-frills Basic fare, Wanna Get Away Plus, and Anytime fares. Southwest’s decision to change its long-held policy stems, in part, from pressure applied by Elliott Investment Management, which acquired a stake in the airline last year and has been advocating for reforms.
There are exceptions to the new baggage fees. Customers with elite status in Southwest’s Rapid Rewards program, as well as travelers in the highest tier Business Select fares, can still check two bags for free. Additionally, those holding a Southwest Airlines co-branded credit card-along with their travel companions-won’t face fees for their first standard checked bag. A-List frequent flyer members will also enjoy complimentary checked luggage for their first bag.
The changes aren’t limited to checked luggage. Southwest is debuting its Basic fare, which prohibits any ticket modifications, places customers among the last to board, and shortens fare credit expiration from 12 months to just six. Meanwhile, the traditional Wanna Get Away fare will be discontinued.
Historically recognized for its open-seating policy, Southwest will begin selling assigned seats for flights starting in 2026. The airline is also introducing extra legroom seats for those willing to pay more, further aligning its offerings with competitors.
To accommodate the potential influx of carry-on luggage-free carry-ons will still be permitted-Southwest has announced enhancements to its overhead bins on Boeing aircraft. Personnel will also receive mobile bag-tag printers to assist customers more efficiently during their travel experience.
Despite the backlash surrounding the new baggage policy, CEO Bob Jordan recently stated that the announcement has not negatively impacted customer bookings. “We have seen no book-down on that day or after that day,” he mentioned in an interview on CNBC, reflecting a commitment to customer retention even amid significant changes.
