Transformative Bureaucratic Reshuffle: 13 IAS Officers Appointed in Manipur
In a significant bureaucratic reshuffle in Manipur, the state government has announced the transfer of 13 Indian Administrative Service (IAS) officers. This move includes prominent positions such as that of Tourism Director Pooja Elangbam and Thoubal District Commissioner A. Subash Singh, as specified in a recent notification.
Pooja Elangbam has been appointed as the new Deputy Commissioner for Bishnupur district, while L. Bikram, who formerly served as the Bishnupur DC, has taken over her role as Tourism Director. A. Subash Singh’s new responsibilities extend to serving as the Additional Secretary for both the Home and Personnel departments, in addition to his new role as the Director of Institutional Finance.
The reshuffle also sees Joint Secretary of the Public Health Engineering Department (Veterinary), Hannah Kahmei, stepping into the role of Deputy Commissioner for Thoubal district. Ranjan Yumnam, currently the Director of Institutional Finance, has been designated as the Additional Secretary for the Public Health Engineering (PHE) department.
In further changes, Luckysom Ngamsha, serving as the Joint Secretary for Textiles, has been appointed as the new Director for the Tribal Affairs and Hills department. Nivedita Lairenlakpam, the current Transport Director, will now become the Deputy Commissioner of Imphal East. Khumanthem Diana, the outgoing Deputy Commissioner of Imphal East, has transitioned to the role of Transport Director.
Additional administrative updates include Tengnoupal DC Krishna Kumar being appointed as Special Secretary for Power, while Saurabh Yadav, the Joint Secretary for Transport and Power, will replace him. Meanwhile, Robert Singh Kshetrimayum, Secretary of the Manipur Lokayukt, has been entrusted with the additional role of Secretary for Minor Irrigation. U Chaitanya, the Additional Deputy Commissioner of Kakching, has been reassigned to serve as SDO Waikhong.
These changes come in the midst of a challenging political climate in Manipur, where the central government imposed President’s Rule on February 13 following the resignation of Chief Minister N. Biren Singh. The state assembly, which is set to operate until 2027, has been placed under suspended animation due to ongoing ethnic violence that has claimed over 260 lives and displaced thousands since May 2023.
As these bureaucratic shifts unfold, the state grapples with the aftermath of considerable unrest between the Meitei and Kuki-Zo communities. The administration aims to restore stability and governance during this period of transition, emphasizing the need for effective leadership in addressing the region’s pressing concerns.
