Outrageous Neglect: Trump Officials Defy Court Order, Leave Radio Free Europe Unfunded
In a move raising concerns across international media circles, the Trump administration is delaying the release of nearly $12 million in congressionally approved funding to Radio Free Europe/Radio Liberty (RFE/RL). Despite a federal judge’s directive to ensure its continued operation, the U.S. Agency for Global Media (USAGM) has yet to disburse the April allocation intended for the organization. This funding stall has significant repercussions, compelling RFE/RL to furlough some of its workforce and trim down its programming schedule.
RFE/RL, established during the Cold War to combat Soviet propaganda, operates largely on federal funds appropriated by Congress. With a vast network delivering news in over 30 languages to about 47 million weekly viewers across 23 countries including Afghanistan, Russia, and Hungary, the network serves as an essential media platform in many regions experiencing governmental censorship. Benjamin Herman, RFE/RL’s general counsel, highlighted the urgency of the situation, reiterating that their journalists, who work under the constant threat of suppression, “rely on the timely disbursement of these congressionally appropriated funds.”
The financial disruption comes amid broader legal and administrative challenges between RFE/RL and the Trump administration. In March, Federal District Judge Royce C. Lamberth temporarily thwarted efforts by the administration to dismantle the organization, emphasizing that, “the continued operation of RFE/RL is in the public interest.” However, Marney L. Cheek, a legal representative for RFE/RL, noted in a recent court filing that officials from Trump’s circle have persistently refrained from ensuring the release of the funds designated for April.
Further complicating matters, USAGM recently terminated satellite contracts crucial for the distribution of RFE/RL’s Russian-language broadcasts, thereby destabilizing services to approximately 40 partner stations across Europe. Anonymous sources within RFE/RL, granted confidentiality due to ongoing legal proceedings, disclosed these developments, underlining the potential threat to their broadcasting reach.
Kari Lake, appointed by Donald Trump as a special advisor at USAGM and a prominent former news anchor, stated the delay in funding aligns with efforts to enhance oversight and ensure accountability among the agency’s grantees. “USAGM has uncovered notable waste, fraud, and abuse among its grantees,” Lake remarked, though specifics or evidence were not forthcoming.
RFE/RL, while independently operating from the federal government, is almost wholly reliant on federal support. Its enduring role as a U.S. national security asset has been acknowledged, with Stephen Capus, current president of RFE/RL, maintaining a steadfast resolve to pursue legal channels to ensure the release of funds. “For more than seven decades, RFE/RL has been a vital U.S. national security asset, fighting censorship to bring news to millions of people in the world’s most repressive societies,” Capus declared, assuring that the organization will persist in court until full congressional support is honored.
The unfolding situation at RFE/RL contrasts sharply with that at Voice of America (VOA), another entity targeted for closure by the Trump administration. Unlike RFE/RL, VOA operates as a federal agency, directly employing government workers. A separate judicial order recently paused endeavors to deactivate VOA, yet uncertainties linger as the majority of its personnel remain on leave.
