Assam Government Unveils Plan to Empower Women with Rs 10,000 Cadre

Assam Panchayat and Rural Development Minister Ranjeet Kumar Dass announced that the state government will disburse Rs 10,000 to each woman in Self Help Groups (SHGs) from April 1 under the Mukhya Mantri Mahila Udyamita Abhiyan (MMUA), an ambitious initiative to empower women and boost the state’s economy. The move aims to transform 30 lakh women of the state into Lakhpati Didi, making them financially self-sufficient.

The MMUA, described as the largest self-employment scheme of its kind in Assam, is a follow-up of the state Budget 2025-26, which allocated Rs 3038 crore for the initiative. The scheme plans to cover around 30 lakh SHG members in rural areas and almost two lakh SHG members in urban areas, providing them with a seed capital of Rs 10,000. This will be followed by a loan of Rs 25,000 from a bank, with the state government providing a subsidy against the loan amount.

According to Dass, the state government is making concerted efforts to bring the four castes – the youth, women, and farmers – to the forefront, as announced by Prime Minister Narendra Modi. Assam Chief Minister Himanta Biswa Sarma is also working towards empowering farmers, and efforts are being made to push forward women. The minister explained that if each woman’s income reaches Rs 1 lakh per annum, their collective earning will be Rs 30,000 crore, boosting the state’s GDP.

The scheme is divided into three phases. In the first phase, all eligible women will receive Rs 10,000. In the second phase, they will receive an additional Rs 25,000, with the state government providing Rs 12,500 and the rest being financed through a bank loan of Rs 12,500. In the third phase, the state government plans to provide Rs 50,000 to 30 lakh women in the state. This ambitious initiative aims to transform the lives of millions of women in Assam, setting a new trajectory for the state’s economic growth.

The minister added that the scheme will be launched on April 1 from the Behali Assembly Constituency. When asked about the scheme’s targets, Dass was confident that at least 30 lakh women would be transformed into Lakhpati Didi, generating a collective annual income of Rs 30,000 crore. The MMUA is set to revolutionize the lives of women in Assam, empowering them to become financially independent and self-sufficient, and contribute to the state’s growth and development.
