Arunachal Pradesh Assembly Seeks Reforms with Four Key Bills
The Arunachal Pradesh Assembly has introduced four significant bills, aimed at enhancing governance and administrative reforms in the state. The bills, presented by Deputy Chief Minister Chowna Mein, are designed to rejuvenate the state’s tax framework, improve public services, and address land and river-related issues.
The Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2025, seeks to update the state’s GST framework established in 2017. This move will enable the state to adapt to the changing landscape and ensure a more effective taxation system. Mein, who also oversees the planning and investment portfolio, presented the Arunachal Pradesh Arun Parivar Authority Bill, 2025, which aims to establish a robust legal framework for good governance, guaranteeing efficient, transparent, and targeted delivery of public welfare services to residents.
The Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Bill, tabled by Land Management Minister Balo Raja, aims to strengthen measures against unauthorized occupation of public premises. The bill seeks to amend the existing 2003 Act, addressing a pressing concern in the state. Additionally, Water Resources Minister Biyuram Wahge introduced the Arunachal Pradesh Flood Plain Zoning Bill, 2025, designed to regulate floodplain zoning and address river-related issues, mitigating flood risks in the state.
The Assembly session began with a somber note as members paid tribute to former minister Medi Ram Dodum, who passed away on September 1, 2022, after a prolonged illness. Dodum, a veteran leader and compassionate philanthropist, was a dedicated public servant who deeply impacted many lives. He had a long career in politics, serving as a minister from 1995 to 1999 and holding various portfolios, including horticulture and fisheries. His dedication to social work and commitment to public service will be an inspiration to future generations. As a mark of respect, the Assembly observed a minute of silence and extended heartfelt condolences to his family, praying for his eternal peace.
In his tribute, Deputy Chief Minister Chowna Mein praised Dodum’s passion for social work and his enduring legacy, while Home Minister Mama Natung highlighted his contributions to social initiatives, including his instrumental role in establishing the Arunachal Pradesh Women Welfare Society in 1979. Dodum is survived by six children – three sons and three daughters. The Assembly’s introduction of these bills is a significant step towards reforming governance and ensuring the betterment of the people of Arunachal Pradesh.
