Nagaland’s Inclusive Development Requires Collective Effort: Zeliang

Nagaland Deputy Chief Minister TR Zeliang emphasized the importance of collective effort in achieving inclusive development in the state during the 5th General Convention of Nationalist Democratic Progressive Party (NDPP) at Capital Cultural Hall, Kohima. He highlighted the government’s flagship programs and welfare schemes that have been playing a significant role in transforming the state, laying the foundation for a brighter future.

However, he stressed that the journey to inclusive development requires concerted efforts from the government, civil society, and the people of Nagaland. The state’s per capita income is approximately ₹1.45 lakh, which is significantly lower than that of neighboring Sikkim, with a per capita income of ₹5.87 lakh. The Deputy Chief Minister expressed his commitment to double Nagaland’s per capita income within the next 5-6 years.

Zeliang also emphasized the need for effective road connectivity, citing the state’s geographical disadvantages as a major challenge. He noted that despite having made significant progress in road connectivity with the construction of sustainable 4-lane and 2-lane highways, there is still a long way to go to connect every district with sustainable 2-lane highways. He urged the use of sustainable roads to boost the economy and expressed hope that the National Highway can provide it.

Road to Progress

The state has 12 National Highways, covering a total length of 1,578.38 km, with 910 km entrusted to the Nagaland PWD (NH) and the rest to NHIDCL. Major constructions are ongoing, and the government is working to ensure that all district headquarters are well connected by National Highways.

One of the significant factors hindering the progress of National Highway construction is land acquisition. The state government is exploring ways to bring about necessary amendments to the Nagaland Land Requisition and Acquisition Act 1965 to overcome this challenge.

Welfare Schemes and Initiatives

The Deputy Chief Minister highlighted various welfare schemes and initiatives, including:

  • Pradhan Mantri Gram Sadak Yojana (PMGSY) and Swachh Bharat Mission (SBM), which have brought infrastructural assistance for hygienic living and awareness on cleanliness and sustainable sanitation activities.
  • Pradhan Mantri Awas Yojana (PMAY), aiming to provide affordable housing to all by 2024.
  • Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been a lifeline for many.
  • Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PMJAY), which has ensured access to quality healthcare services for even the poorest families.
  • Chief Minister’s Health Insurance Scheme, providing additional health coverage to state government employees and their families.
  • Nagaland Health Project (NHP), which aims to improve management and delivery of health services.
  • Nagaland State Rural Livelihood Mission (NSRLM), focusing on reducing poverty by promoting self-employment and entrepreneurship among rural women and youths.
  • Tourism sector, which holds great potential to generate revenue and improve the economy.

Future Outlook

The Deputy Chief Minister emphasized the need to explore new revenue streams and reduce dependence on central government funds. He highlighted the importance of promoting small and medium enterprises (SMEs) and agro-based industries to maintain a gradual growth. He also stressed the significance of skill development for sustainable development and diversifying the economy to reduce reliance on central funding.

By leveraging its strengths in agriculture, tourism, and handicrafts, and by addressing infrastructure and skill gaps, Nagaland can achieve sustainable and inclusive development, Zeliang said.
