Meet the Visionary Leader: Unveiling the Inspirational Chairman of the 16th Finance Commission
At a press conference at Aijal Club on February 24, Dr. Arvind Panagariya, Chairman of the 16th Finance Commission, spotlighted bamboo as Mizoram’s greatest resource. Highlighting its diverse applications, he urged the Mizoram government to capitalize on the product’s economic potential, noting the high demand from other states.
During the event, Dr. Panagariya addressed the proposed transfer of Lengpui Airport to the Indian Air Force (IAF), expressing surprise over local resistance to the shared use model common across India, which could be beneficial for Mizoram as well.
He also revealed that the 16th Finance Commission would incorporate provisions for disaster relief in Mizoram, addressing challenges such as earthquakes, fires, floods, and heavy rains.
The Finance Commission’s visit included a meeting with Mizoram’s government, led by Chief Minister Lalduhoma. The Chief Minister emphasized the importance of the meeting for shaping Mizoram’s financial future, given the state’s unique economic and geographical conditions, with over 84% forest cover, limiting land availability. He called for sustainable land use and conservation of natural resources. Despite the high literacy rate, development is hampered by the mountainous terrain and limited industrial scope, leading to high costs of essentials and transportation. Lalduhoma stressed the need for continued financial aid to overcome these barriers and ensure growth.
He highlighted the state’s heavy reliance on external financial support, with nearly 83.56% of its revenue sourced from Tax Devolution and Grants-in-Aid, while only 16.77% is generated internally. Frequent natural disasters like floods, landslides, and water scarcity compound these challenges, necessitating special financial consideration.
Established on December 31, 2023, under Article 280 of the Indian Constitution, the 16th Finance Commission, led by Dr. Panagariya, includes Ajay Narayan Jha, Annie George Matthew, and Manoj Panda as full-time members. The commission has visited 18 states across India in its course of work.
