Nagaland’s Stalled Sports Complex: A Financial and Planning Hurdle
Dimapur, Feb 17 – The Multi-Disciplinary Sports Complex (MDSC), commonly referred to as the ‘Coliseum,’ in Dimapur remains a testament to halted ambitions, nearly two decades since its inception. Initially envisioned by Chief Minister Neiphiu Rio in 2003 as a world-class venue capable of hosting the National Games, the project’s completion now hinges on securing an additional Rs 200 crore.
During a site inspection on February 17 by the Committee on Government Assurances led by MLA Kuzholuzo Nienu, it was disclosed that only 22% of the stadium has been completed, with funds covering merely 20% of the investment extended so far. Nibu Nagi, Managing Director of NN Construction & Decors, the contracting firm, reiterated that financial constraints have primarily caused the delay, not any fault of the contractor or Department of Youth Resources and Sports.
The project initially received funding from the now-defunct Planning Commission, with an allocation of Rs 50-60 crore distributed in Rs 10 crore annual installments. Funding stalled post-dissolution of the Planning Commission, forcing the state to intermittently allocate resources from the State Plan, without sufficient success.
The complex, spanning 64.5 acres, has also faced challenges with material theft at the site. Nagi urged for improved security fencing to protect ongoing work. Additionally, a significant concern is the lack of adequate infrastructure, specifically the absence of necessary 4-lane entry-exit routes for the stadium, hampering its potential as a world-class facility.
Nienu emphasized the urgency of the situation, describing the inspection as a "wake-up call" for the government to expedite and prioritize the funding for this project, while reaffirming the government’s commitment to addressing the impasse. The future of Dimapur’s potential sporting icon remains intricately tied to financial resolve and planning foresight.
