Urgent: Unprecedented Security Boost in Imphal as President’s Rule Enforced in Manipur
Security measures were intensified in Imphal on Friday following the imposition of President’s Rule in Manipur, initiated in response to enduring ethnic violence and political instability. This action was prompted by President Droupadi Murmu’s invocation of Article 356 of the Constitution on February 13, after a report from the state governor highlighted the deteriorating situation, resulting in Manipur coming under direct central administration.
This significant move occurred shortly after the resignation of former Chief Minister N. Biren Singh on February 9, amidst escalating unrest and governmental dysfunction. According to the proclamation published by the Union Home Ministry in the Gazette of India, all legislative authority of the Manipur Assembly has now been transferred to Parliament. Consequently, the state government’s powers are suspended, with the Governor assuming executive functions representing the President.
Certain constitutional provisions related to state governance have also been suspended to ensure the central administration operates smoothly. The imposition of President’s Rule typically signifies that a state government can no longer function in accordance with constitutional norms. Such a measure can remain in effect for up to six months, contingent on parliamentary approval, and may lead to fresh elections during this tenure.
Manipur has been troubled by severe violence, chiefly between the Meitei community and the Kuki-Zomi tribes. This conflict, rooted in disputes over economic benefits, job quotas, and land rights, has resulted in hundreds of deaths and the displacement of approximately 60,000 individuals.
Under President’s Rule, the central government directly oversees Manipur’s governance, aiming to restore order in this conflict-stricken region. Efforts continue to quell the violence and reestablish stability, as the central administration seeks to navigate through the complexities of the state’s deep-seated ethnic tensions.
