Crucial Verdict: Unveiling Emotion and Power in Meghalaya’s District Council Elections
Meghalaya, governed under the Sixth Schedule of the Indian Constitution, enjoys a unique model of self-governance for its indigenous tribal areas. This system, conceived by BR Ambedkar, Gopinath Bordoloi, and aided by Rev JJM Nichols Roy, empowers the state with significant autonomy, including exemptions from national policies like the Citizenship Amendment Act (CAA).
Central to Meghalaya’s governance are the Autonomous District Councils (ADCs), with the Garo, Khasi, and Jaintia Hills Councils set for elections. These councils wield power over critical areas such as land, forest management, and local trade, underscoring the importance of their elections. However, accountability issues have marred these councils, as seen in a Comptroller and Auditor General (CAG) report revealing fund mismanagement within the Khasi Hills ADC. Despite Rs 68 lakh in grants lacking utilization certificates from 15 council members, political parties remain silent, possibly due to notable figures’ involvement.
Such silence raises questions during these elections. Political theatrics, like recent inspections of non-indigenous traders’ licenses, have sparked controversy, risking further anti-immigrant sentiment despite no substantial evidence of illegal immigration. These tactics, aimed at consolidating power, may resurface around the election period.
Financial sustainability is another pressing concern. The KHADC heavily relies on state government funding, exacerbated by a 49% revenue drop between 2017-19. This dependence becomes precarious if the upcoming elections yield a non-MDA party in power, potentially stalling funds and council operations.
These elections are pivotal, setting the stage for future governance in Meghalaya. Citizens must demand candidates present concrete plans to counteract obstacles, ensuring competent leadership in the District Councils. The time is ripe to prioritize accountability, transcending electoral rhetoric to secure tangible improvements for the people of Meghalaya.
