HM Shah’s Bold Overhaul: Transformative Review of Uttarakhand’s New Criminal Laws Ignites Hope

Union Home Minister Amit Shah has urged Uttarakhand Chief Minister Pushkar Singh Dhami to address technological and operational gaps to ensure the seamless implementation of three new criminal laws across the state’s police stations. During a review meeting held in New Delhi, Shah assessed the current status and integration of new legal provisions affecting police operations, judiciary processes, prosecution, and forensic investigations in Uttarakhand.

Emphasizing technological enhancement, Shah highlighted the necessity of deploying more than one forensic mobile van in each district. He instructed the Chief Minister to conduct a bi-weekly review of the laws’ progress, while expecting the Chief Secretary and Director General of Police (DGP) to meet weekly with departmental officials.

The meeting was attended by prominent figures, including the Union Home Secretary, Uttarakhand’s Chief Secretary, DGP, as well as senior officials from the Bureau of Police Research and Development (BPR&D) and the National Crime Record Bureau (NCRB), among others.

Shah underscored the direction provided by Prime Minister Narendra Modi, stating that these laws aim to safeguard civil rights and facilitate the ‘ease of justice’. He urged for their prompt and comprehensive adoption statewide, emphasizing their victim and citizen-centric nature.

The Home Minister further suggested prioritizing these laws’ implementation in police stations and jails, especially in areas with high FIR registrations. To optimize forensic resources, Shah advised classifying cases into three categories: serious, normal, and very normal. He also highlighted the need for excellent quality video conferencing setups with specific protocols for designated locations.

Moreover, Shah stressed continuous oversight of Zero FIRs, ensuring their movement through the judicial system, and transferring cases to appropriate jurisdictions. He instructed the Uttarakhand DGP to ensure all Superintendents of Police adhere to prescribed timelines for investigations, aiming for efficient and timely justice delivery.
