Urgent Appeal: ZPM’s Powerful Plea to the Centre for Reevaluating Mizoram’s Protected Area Regime Reimposition
The Zoram People’s Movement (ZPM), ruling party of Mizoram, has appealed to the Indian government to reconsider its decision to reinstate the Protected Area Regime (PAR) in the state, arguing it may deter foreign tourists. The Centre reinstated PAR on December 21 in Mizoram, Manipur, and Nagaland to manage foreign entry amidst heightened security issues due to an influx from neighboring countries. The ZPM criticized the move, highlighting Mizoram’s peaceful status and developmental strides in tourism, warning that mandatory Protected Area Permits (PAP) from the Ministry of Home Affairs could impede these efforts.
The party also emphasized how PAR restrictions could affect ethnic Mizos living abroad, particularly in Bangladesh and Myanmar, by limiting their mobility into Mizoram. The decision contrasts with previous relaxations; in 2011, the PAR was eased to boost tourism, exempting all foreigners except those from Afghanistan, Pakistan, and China from needing PAP. These relaxations, extended multiple times, were valid until December 2027.
Under the latest regulations, foreign visitors to these states must secure PAP or Restricted Area Permits (RAP) as per the Foreigners Protected Areas Order of 1958. Mizoram’s Home Secretary Vanlalmawia indicated the state is preparing to enforce PAP, mentioning the Foreigners Registration Office in Aizawl is receiving necessary training, including e-portal based permit issuance. However, the state has not yet begun requiring PAP or RAP at its sole airport in Lengpui or other entry points.
The reinstatement of PAR underscores the Center’s cautious approach to security, though it clashes with Mizoram’s aspirations to enhance tourism and maintain connections with its ethnic communities abroad. The debate highlights a broader challenge of balancing national security concerns with regional development ambitions.
