Meghalaya Investment Act Controversy: A Power Struggle Unveiled
SHILLONG, Dec 21: The Meghalaya Congress chief, Vincent H Pala, has attributed the introduction of the Meghalaya State Investment Promotion Facilitation Act (MSIPFA) 2024 to internal power dynamics within the National People’s Party (NPP). Pala claims Chief Minister Conrad K Sangma seeks to consolidate control by centralizing authority, leading to the replacement of the single-window agency previously under the Industries department with the Invest Meghalaya Authority (IMA), now overseen by the Planning Department directly controlled by Sangma.
According to Pala, this centralization allows the Chief Minister significant power to attract private investments for the development of major industries in the state. Deputy Chief Minister Sniawbhalang Dhar, who heads the Industries department, is now sidelined in the investment process.
Pala pointed out a lack of substantial investment since the state’s investment policy was unveiled in March, blaming an overbearing and bureaucratic process that deters private investors. The MSIPFA 2024 mandates the transition of authority from the Industries department’s single-window agency to the IMA, presumably to streamline the investment process, yet has seen little practical implementation.
While the state seeks to facilitate investments via the IMA, Pala emphasized that government efforts are hindered by the unchanged Meghalaya Land Transfer Act of 1972. This Act necessitates obtaining a no-objection certificate (NOC) from traditional institutions like the Dorbar Shnongs and Himas before acquiring land for investment purposes. Pala warned that amending the existing land tenure system, which safeguards community land ownership, could weaken traditional land rights.
The introduction of the MSIPFA 2024 has sparked debate amid concerns of political control and procedural inefficiency, highlighting underlying tensions within the state’s governance structure.
