Urgent Alert: Assam’s Bold Move to Revolutionize Healthcare with Stricter Enforcement of Clinical Establishments Act 2010
The Assam government, under Chief Minister Himanta Biswa Sarma, is implementing a strict enforcement of the Clinical Establishments Act, 2010, to promote transparency and accountability in healthcare facilities statewide. Although the act was adopted in Assam in 2015 with subsequent rules added in 2016, many institutions, especially within the Kamrup Metropolitan district, have not complied. The act mandates that all healthcare establishments, regardless of size, register with the authorities.
The Joint Director of Health Services for the Kamrup Metropolitan District emphasized that unregistered healthcare institutions will not be allowed to operate and warned of severe legal consequences for those without proper registration or adequate infrastructure. The crackdown also targets the improper use of government health personnel. Establishments employing government doctors during their official hours or while receiving non-practising allowances will face strict penalties. Disciplinary actions are planned for doctors who breach these guidelines.
During a meeting on November 5, chaired by the District Commissioner, Block PHC In-Charges were instructed to identify and report unregistered healthcare facilities lacking necessary infrastructure. The public has been encouraged to report any non-compliance to the Joint Director of Health Services. These efforts aim to enhance healthcare service delivery, ensuring adherence to government standards and safeguarding patient interests.
The enforcement of the Clinical Establishments Act is anticipated to significantly improve healthcare quality in Assam by protecting patient rights and nurturing public confidence in the healthcare system. This initiative represents a collaborative effort between the government and the public, intended to ensure that healthcare institutions operate transparently and responsibly.
