Historic Breakthrough: CM Rio’s Bold Leadership Set to Ignite Naga Peace Talks with Union HM

With increased tensions surrounding the Naga political dialogue, the Nagaland Cabinet plans to mediate between the NSCN-IM and the Indian government. The NSCN-IM has threatened to return to the jungles due to stalled negotiations and accuses the Centre of not honoring the 2015 Framework Agreement, specifically regarding the recognition of the Naga national flag and constitution. The group, maintaining a ceasefire since 1997, demands a third-party intervention, hinting at potential “violent armed conflict” if unresolved.

Nagaland’s Chief Minister, Neiphiu Rio, along with his deputies, TR Zeliang and Y Patton, are set to meet Union Home Minister Amit Shah in Delhi. Their agenda focuses on urging progress in negotiations and addressing gaps highlighted by the NSCN-IM. The statement from NSCN-IM General Secretary Th Muivah claims deliberate neglect by the Centre. Meanwhile, the state cabinet seeks dialogues with NSCN-IM leadership before discussions with the Centre, although no formal meetings have been scheduled.

The Nagaland Cabinet informed that an earlier consultative meeting with Naga tribal bodies and civil societies called for appointing a politically empowered interlocutor. The absence of a suitable interlocutor has been a point of contention, following the reassignment of former interlocutor R N Ravi. The Centre has engaged with the NSCN-IM since the 1997 ceasefire, signing the Framework Agreement in 2015. Parallel talks have occurred with the Working Committee of Naga National Political Groups (WC NNPGs), which are open to compromise for now.

As dialogue remains stalled, the Cabinet seeks an elevated peace process involving high-level political intervention. The persistent demand for a separate flag, constitution, and integration of Naga regions remains unresolved, complicating an already delicate situation. The WC NNPGs, in contrast, are prepared to progress with available solutions.
