Fierce Backlash: Manipur Congress MP Condemns AFSPA Decision Amid Rising Unrest
Manipur Congress leader and MP Angomcha Bimol Akoijam has voiced concerns regarding the recent imposition of the Armed Forces Special Powers Act (AFSPA) in areas under six police stations in Manipur. This move, initiated by the Central Government, marks a significant shift as it’s the first instance of such authority being exerted by the center independently in the state. Historically, decisions to impose AFSPA were the domain of the state government, highlighting a change in procedural dynamics.
Akoijam points out that, although the 1972 amendment allows both the Central and State Governments to impose AFSPA, previous instances of the Act’s implementation have often occurred through indirect channels. The Union Government, he notes, has previously made such decisions before formal state government notifications, essentially showcasing extra-constitutional control. This time, the Union Government has taken a more transparent approach by directly imposing AFSPA, bypassing traditional state involvement.
The decision has emerged amid ongoing unrest in Manipur, which has been engulfed in turmoil since May 2023. A gazetted notification from the Ministry of Home Affairs, dated November 14, 2024, outlines the intention to conduct coordinated operations aimed at maintaining security and addressing insurgent activities.
With both state and central authorities now imposing AFSPA, the situation in Manipur becomes increasingly complex. The efficacy of this imposition is under scrutiny as past measures have failed to restore peace. Akoijam underscores the necessity for genuine political determination to navigate the crisis and achieve normalcy in the region.
