The proposal, slated for presentation in Washington, D.C., includes the establishment of a North American AI alliance to rival China’s initiatives and advocates for a National Transmission Highway Act inspired by the 1956 National Interstate and Defense Highways Act.
OpenAI envisions AI as transformative as electricity, forecasting significant economic benefits, job creation, and modernized infrastructure, including new chip manufacturing facilities and investments running into billions of dollars. The company plans to collaborate with the incoming Trump administration on AI policy, as Trump aims to repeal President Biden’s executive order on AI, which he claims stifles innovation.
The blueprint outlines cooperation between state and federal governments to expedite permitting for AI infrastructure, proposing the construction of solar and wind energy facilities and reactivating inactive nuclear reactors. OpenAI suggests that states offering subsidies for infrastructure projects require companies to allocate resources to public universities for AI research.
