Guwahati, Sep 25: The Assam government plans to prepare an action plan within a month to implement 52 out of 67 recommendations made by the Justice (Retd.) Biplab Kumar Sarma Committee concerning Clause 6 of the Assam Accord. Following a key meeting with the All-Assam Students’ Union (AASU), Chief Minister Himanta Biswa Sarma outlined that the committee’s recommendations have been categorized into three parts: 40 under state government jurisdiction, 12 jointly under state and central government jurisdiction, and 15 exclusively under central government jurisdiction.
Chief Minister Sarma announced that the state will finalize an action plan for the 52 state-led recommendations by October 25, 2024, and present it during their second meeting with AASU on the same day. These recommendations focus on land, language, and cultural rights, while political and employment rights fall under the central government’s purview.
Sarma emphasized that if AASU agrees on the 52 recommendations, implementation could commence by April 2025. However, he clarified these recommendations will not apply in Barak Valley and will require explicit consent for the Sixth Schedule areas to be implemented.
For the 15 central government-specific recommendations, the state will appeal to the Centre for implementation and propose a meeting between the central government and AASU leaders to discuss the details.
The primary focus of the discussion was on ensuring protection for the cultural, social, and linguistic identity of the Assamese people as mandated by Clause 6 of the Assam Accord. Sarma stated that the intent of the meeting was to clarify the committee’s report and determine the accountable bodies for each recommendation. The report will be made publicly accessible on the Assam Accord implementation department’s website by Thursday.
This action reflects a strategic move by the Assam government to honor the commitments made in the Assam Accord while ensuring transparency and engaging key stakeholders in the process.
