Historic Breakthrough: Assam CM Champions 1951 Baseline After Emotional Meeting with AASU on Accord Implementation
Guwahati, Sept 25: The Assam government and the All Assam Students Union (AASU) made significant progress on Wednesday regarding the implementation of Article 6 of the Assam Accord by agreeing to use the year 1951 as the cutoff for identifying Assamese individuals.
Chief Minister Himanta Biswa Sarma, speaking at a press conference, announced that the state would adopt the recommendations of Retired Judge Biplab Sarma on Article 6. These recommendations would be available online by Thursday. The recommendations are categorized into 40 subjects under state control, 12 subjects managed jointly by the state and central governments, and 15 subjects under central jurisdiction.
“This marks an important step in clarifying responsibilities for implementing these recommendations,” Sarma said. He further mentioned that the state would urge the central government to engage with AASU concerning the 15 subjects under its jurisdiction to expedite the process.
An action plan for the subjects under state control is set to be devised and presented to AASU by next month. A follow-up meeting is scheduled for October 25. Sarma assured that if AASU agrees, the state will implement the 40 subjects under its control and the 12 shared subjects by April 2025.
The key areas under state jurisdiction include land, culture, and language rights. Chief Minister Sarma also declared that the Barak Valley and Sixth Schedule areas would be exempt from this implementation unless they choose to opt-in.
AASU welcomed these developments. “The time is ripe for the full implementation of the Biplab Sarma Committee’s recommendations, especially to combat issues like illegal infiltration and land encroachment that threaten Assamese identity,” said Sammujjal Bhattacharya, AASU’s chief advisor.
Bhattacharya emphasized the need for a tripartite meeting involving AASU, the central government, and the state government, expressing optimism about future dialogues.
The coordinated effort signals a renewed commitment to safeguarding Assamese identity and addressing longstanding regional concerns.
