CBI Alleges Kejriwal’s Involvement in Delhi Excise Policy "Criminal Conspiracy"
Chief Minister Arvind Kejriwal has been accused of participating in a "criminal conspiracy" regarding the Delhi Excise Policy, according to the CBI’s latest supplementary charge sheet. The agency completed its investigation with this fifth and final charge sheet, alleging that Kejriwal had a pre-conceived plan to privatize the excise policy, which was later rescinded amid corruption allegations.
The CBI claims that Kejriwal sought financial support for his party, AAP, in March 2021, when the policy was being developed by a Group of Ministers headed by co-accused Manish Sisodia. Vijay Nair, AAP’s media and communication in-charge, allegedly solicited illegal payments from stakeholders in the Delhi excise industry for favorable policy terms.
Kejriwal, who was arrested by the CBI on June 26 while in Tihar jail for a related money laundering case, supposedly funneled ₹100 crore from the "South Group," led by co-accused BRS leader K Kavitha, in return for a beneficial excise policy. The CBI further implicated Kejriwal in the transfer of illicit funds to Goa through intermediaries Vinod Chauhan and Ashish Mathur, with the money purportedly used for election expenses in Goa at his direction.
As national convener of AAP, Kejriwal is alleged to have overseen the use of these funds during the Goa assembly elections. The CBI stated that AAP’s Goa in-charge, Durgesh Pathak, also received and utilized these ill-gotten gains.
Two former Goa MLAs, who ran on AAP tickets, claimed they were given cash by a party volunteer for campaign expenses. The CBI alleged a cartel was formed by liquor manufacturers, wholesalers, and retailers, violating policy provisions and resulting in significant losses to the exchequer while benefiting the public servants and other conspirators.
The Supreme Court’s decision on Kejriwal’s petition challenging his CBI arrest is pending.
