Autorickshaw Driver Fined for Not Wearing Helmet in Assam
Haflong: In an unexpected turn of events, an autorickshaw driver in Haflong, Dima Hasao, Assam, was fined Rs 1,000 for not wearing a helmet—a requirement typically reserved for two-wheeler riders. The driver, identified as Dinendra Kemprai, received the penalty under Section 194D of the Motor Vehicles Act, 1988, despite his vehicle being a three-wheeler, which does not necessitate helmet usage.
The fine was imposed on July 29, 2023, by Inspector Ranjit Saikia, with Assistant Sub-Inspector Mughani Sema as a witness. The challan also erroneously categorized Kemprai’s autorickshaw as a “Luxury Cab” with the registration number AS08 8291.
Kemprai discovered the penalty while attempting to renew his pollution certificate, which is set to expire on August 15. In his quest to resolve the issue, he approached the local traffic branch but was unable to meet the officer in charge.
Expressing his dismay, Kemprai alleged that many policemen, particularly those on night duty, were often under the influence of alcohol and targeted him under the guise of routine checks.
This incident has sparked outrage and raises questions about the enforcement of traffic regulations in the region. Kemprai’s predicament highlights the need for clarity and fairness in the imposition of fines and the conduct of law enforcement officers. The authorities have yet to address the driver’s concerns, leaving him and the community in a state of disbelief.
