Outrage Erupts: CAP Denounces Latest Govt Notification Over Delayed Benefits
CAP Criticizes Government Over Delayed Benefits for Regularised Employees

GANGTOK: The Citizen Action Party-Sikkim (CAP) has criticized the ruling SKM government’s recent notification affecting the benefits of regularised temporary employees. CAP referred to the notification as "ghumi phiri Rumjatar," a Nepali phrase meaning to navigate through a cycle of argument only to return to the starting point.
The contentious notification states that employees regularised by December 31, 2023, will have their official duty start date effective from August 1, 2024. This delay means these employees lose seven months of wages and rights, despite being eligible for regular status from January 1, 2024. Additionally, the notification sets a year-long probation period for these workers, which CAP claims is unnecessary given their long service periods.
In a press conference, CAP spokesperson Prakash Parajuli emphasized the unfair treatment of temporary employees, stating that while market prices have risen, their consolidated pay remains unchanged. Parajuli criticized the government for not aligning the workers’ salary with the pay matrix, resulting in significant financial losses for employees who are also grappling with reduced purchasing power.
Furthermore, Parajuli condemned the practice of deputing teachers to administrative roles, arguing that it undermines the teaching profession and portrays administrative jobs as superior. This trend, he claims, diminishes the morale of both teachers and students while negatively affecting civil service aspirants. According to Parajuli, the culture of favoritism in job postings leads to inefficiency and a decline in human resources, as individuals rise through ranks without understanding the basic work hierarchy.
CAP has urged the government to withdraw the notification and ensure fair treatment and appropriate compensation for all employees.
