Assam & Meghalaya’s Bold Move: Cutting Unproductive Boards to Boost Efficiency and Optimize Resources – Northeast News
Assam and Meghalaya Government Streamline Operations with Downsizing of Underperforming Boards
SHILLONG/GUWAHATI: The governments of Assam and Meghalaya have initiated crucial steps to boost administrative efficiency by downsizing or dissolving underperforming state boards. This strategy, announced after distinct Cabinet meetings in Shillong and Guwahati, seeks to streamline operations and optimize resource utilization.
In Meghalaya, Chief Minister Conrad Sangma announced the dissolution of the Meghalaya State Housing Board (MSHB) due to its inefficiency. “This decision is part of our broader effort to rationalize state operations,” Sangma asserted. The board’s 18 employees, currently facing salary issues, will be offered a voluntary retirement scheme (VRS) worth ₹7.42 crore to ensure a dignified exit. Housing Minister Marcuise Marak emphasized that the VRS package aims to resolve long-standing issues within the MSHB. This decision follows an internal inquiry by the Housing Department in June, prompted by the Hynniewtrep Youth Council’s complaint about substandard corrugated aluminium roofing sheets distributed to C&RD blocks statewide.
Similarly, the Assam government has decided to downsize the Assam State Agricultural Marketing Board (ASAMB), troubled by financial challenges impacting its 612 regular employees and 147 contingency staff. Chief Minister Himanta Biswa Sarma unveiled a comprehensive financial settlement scheme totalling ₹154 crore to resolve pending salary issues and streamline manpower utilization. “The financial settlement includes a 10% goodwill gesture beyond the settlement amount,” Sarma highlighted in a social media post. Previously, in May, the Assam State Finance Department had outlined plans to reduce ASAMB’s workforce to 58 through redeployment and VRS implementation, pending further review by the Department of Agriculture.
Both states regard these measures as essential for fiscal discipline and operational efficiency. The steps are expected to enhance governance effectiveness and financial sustainability, setting a benchmark for prudent public sector management in Assam and Meghalaya.
