Transforming Global Leadership: France’s Macron Passionately Supports India’s Dream for a Permanent Security Council Seat

French President Emmanuel Macron took the stage at the 79th United Nations General Assembly (UNGA) in New York on September 25, 2024, to advocate for a reformed UN Security Council (UNSC). Macron firmly supported India’s inclusion as a permanent member of the UNSC, alongside Brazil, Germany, Japan, and two African countries yet to be determined.
“Let’s make the UN more efficient. We need to make it more representative and that’s why France is in favour of the Security Council being expanded,” Macron stated. He stressed that the current structure needs to adapt to modern geopolitical realities by including more permanent members.
The UNSC is crucial in maintaining international peace and security, composed of 15 members—five permanent members with veto power (the United States, China, France, Russia, and the United Kingdom) and 10 non-permanent members elected for two-year terms. Key responsibilities include conflict investigation, peacekeeping operations, sanctions imposition, and military action authorization.
Reform discussions at the UN have been ongoing since 1979, with calls for change intensifying due to the Council’s inefficiencies, such as its inability to pass resolutions during the Russia-Ukraine conflict. Critics have pointed out that the veto power is an outdated privilege that undermines the UN Charter, benefiting primarily Western nations.
India has long been supported by numerous countries, including the US, in its bid for a permanent seat on the UNSC, though China has opposed it. As part of the G4—alongside Brazil, Germany, and Japan—India has actively participated in Intergovernmental Negotiations (IGN) to push for these reforms.
Macron’s support for India’s UNSC bid follows Prime Minister Narendra Modi’s recent advocacy for reformed multilateral forums. The call for change was echoed by Quad leaders, who emphasized the need for a more inclusive and representative UNSC, urging expansion to include nations from Africa, Asia, Latin America, and the Caribbean.
The ongoing debate over UNSC reform remains a significant topic at the UN, with global leaders pushing for a system that better reflects today’s geopolitical landscape.
