The Biden administration has made it clear that it has not sanctioned any strikes by Kyiv on Russian territory using U.S. weapons.
Russia’s nuclear policy, as detailed in a 2020 decree, permits nuclear weapon use in response to either a nuclear attack or a conventional one that threatens the nation’s survival. Concerns regarding Russia’s potential use of tactical nuclear weapons have been prevalent, with the U.S. notably warning Putin of severe consequences.
