Delhi Police on Tuesday arrested an Ivory Coast national allegedly living illegally in India and his live-in partner from Nagaland in connection with a suspected cyber-fraud racket that targeted women on matrimonial websites, officials said. The accused were identified as 36-year-old Kouadio Victor Nda and 30-year-old Anei Konyak. Both were taken into custody from a rented house in Hastsal Vihar near Holy Chowk in Uttam Nagar.
Police said the pair befriended women on matrimonial platforms, promising marriage and cultivating fake romantic relationships before allegedly cheating victims out of money. Investigators found the fraud proceeds were routed through multiple bank accounts and debit cards, according to officials.
Konyak is accused of withdrawing cash at ATMs from different locations; police said the suspects believed a local woman’s movements would attract less attention than those of a foreign national. Officers added she also telephoned victims as part of the scheme.
The arrests followed a special drive by the Anti‑Narcotics Cell of Dwarka district aimed at tracking cyber criminals, based on specific intelligence inputs and continuous surveillance. During a raid at the Uttam Nagar residence, police seized four debit cards linked to alleged mule accounts, a laptop, five mobile phones and a passport.
A senior officer said scrutiny of the recovered debit cards through the Samanvya portal revealed links to a cyber-fraud case registered at Chabua police station in Dibrugarh, Assam. Further examination of the seized phones led investigators to several bank accounts allegedly connected to another cyber-fraud investigation.
A case has been registered at Uttam Nagar police station under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Immigration and Foreigner Act. Investigators said the probe is continuing to identify and apprehend other members believed to be part of the network.
