CBSE 40:60 Assessment: Crucial Relief for Class 12 Gulf Students
The Central Board of Secondary Education has issued a special marking policy for Class 12 private candidates in seven Gulf countries after board examinations there were cancelled amid tensions in West Asia. The Centre told the Supreme Court the new rule was issued on June 21 and applies to students in Bahrain, Iran, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates; it aims to provide final marks for private candidates who were unable to sit the exams because of the situation.
Under the new formula, marks will be calculated on a 40:60 basis: 40% of the final score will be taken from the student’s Class 10 theory marks and 60% from the student’s most recent Class 12 exam attempt. CBSE said this approach is necessary because private students do not have school-based components such as internal assessments or pre-board exam scores that regular students typically receive.
The measure was discussed in the Supreme Court after a student based in Saudi Arabia petitioned the court, saying his Class 12 improvement result had not been declared while regular students’ evaluations had been completed earlier. During the hearing the government informed the court that the student’s result had been calculated under the newly notified rule and had been communicated to him.
The government also told the court that any candidate dissatisfied with the assigned marks may sit the next CBSE board examination to seek a revised score. The Supreme Court subsequently closed the case but left the door open for the petitioner to pursue further legal remedies if he chooses.
The policy provides an interim resolution for affected private candidates in the specified Gulf countries, enabling results to be released despite cancelled exams while preserving the option to reappear for those who wish to improve their scores.
