ECI Launches SIR Phase-III in 16 States, 3 UTs — Surprising Exclusions
The Election Commission of India (ECI) on Thursday, May 14, launched Phase‑III of the Special Intensive Revision (SIR) of electoral rolls in a phased drive covering 16 states and three Union Territories, aiming to complete a nationwide update of voter lists while coordinating with ongoing census house‑listing operations. The move seeks to weed out duplicate, shifted, deceased or otherwise ineligible entries and to ensure all eligible voters are included.
Phase‑III has been finalised keeping in view the availability of the common field machinery currently engaged in census work. The exercise will be conducted in Delhi, Odisha, Mizoram, Sikkim, Manipur, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Telangana, Punjab, Karnataka, Meghalaya, Maharashtra, Jharkhand, Nagaland, Tripura and Dadra and Nagar Haveli and Daman and Diu.
With Phase‑III beginning, the SIR will effectively cover the entire country except Himachal Pradesh, Jammu & Kashmir and Ladakh; the ECI said schedules for those regions will be announced later after Phase‑II of the census is complete and weather conditions in high‑altitude and snow‑bound areas are assessed.
As part of the enumeration phase, more than 3.94 lakh Booth Level Officers (BLOs) will carry out door‑to‑door verification of roughly 36.73 crore electors. They will be assisted by about 3.42 lakh Booth Level Agents (BLAs) nominated by recognised political parties. The Commission described SIR as a “participative and transparent exercise” involving electors, parties and election officials at multiple levels, and urged all recognised parties to appoint BLAs for every polling booth to ensure transparency and effective scrutiny.
“I appeal to all electors to enthusiastically participate in Phase III of Special Intensive Revision (SIR) and fill their Enumeration Forms. SIR is being conducted with the objective to ensure that — Only Eligible voters to be included in the Electoral Roll and No Ineligible names to be included,” CEC Gyanesh Kumar said at the launch.
The ECI noted that the first two SIR phases, held across 13 states and Union Territories, covered nearly 59 crore electors and engaged more than 6.3 lakh BLOs and 9.2 lakh BLAs at various stages. Officials said the intensive revision is aimed at creating error‑free electoral rolls that accurately reflect eligible voters while removing incorrect entries.
