The Election Commission today told the Supreme Court that state government–nominated representatives will be allowed to be present during the vote-counting process for the West Bengal elections, offering a formal clarification amid a petition that raised concerns about possible irregularities and transparency. The commission said this position is consistent with existing electoral laws and guidelines and described the presence of state nominees at counting centres as a routine part of the process that helps strengthen the democratic exercise.
During the hearing, the commission explained that at every counting table, state government–nominated counting officers and party agents will be present alongside central observers. To safeguard impartiality, the commission assured the court that sufficient security personnel will be deployed inside counting centres and that each round of counting will be recorded on video. It said special precautions are being taken in politically sensitive West Bengal to minimise grounds for dispute.
Opposition parties had petitioned the Supreme Court, alleging the possibility of direct or indirect influence by the state government during the count and urging that results be determined solely by central officials or by officers brought in from other states. The Election Commission rejected that demand, arguing that conducting a complex, large-scale counting operation without cooperation from state-nominated personnel would be administratively impractical. The commission added that, following its clarification, preparations for counting in the state have accelerated.
Drawing on lessons from previous elections, the commission has issued specific instructions for counting centres designed to ensure transparency at every stage — from appointing officials at counting tables to declaring final results. After hearing the commission’s arguments, the bench signalled it may seek a detailed report on the precise role of government‑nominated representatives during counting.
The Supreme Court has accepted the commission’s assurances and indicated that, until further orders, the counting process should proceed in accordance with electoral directives. The Election Commission said it remains committed to providing a neutral, secure and fear‑free environment for counting as it completes final preparations.
