PM Modi Warmly Congratulates To Lam on Vietnam Presidency
New Delhi, April 7 — Prime Minister Narendra Modi on Tuesday congratulated To Lam on his election as President of the Socialist Republic of Vietnam and said India is ready to work with him to further deepen the two countries’ Comprehensive Strategic Partnership. Modi’s message followed Vietnam’s National Assembly confirming To Lam as president for the 2026–2031 term.
“Heartiest congratulations to Mr To Lam on his election as President of the Socialist Republic of Vietnam. I am confident that under his leadership, the time-tested friendship between our two countries will continue to grow from strength to strength. I look forward to working closely together to further deepen our Comprehensive Strategic Partnership for the progress and prosperity of our people and the region,” Modi wrote on X.
The National Assembly vote on Tuesday reportedly saw all 495 deputies present back the draft resolution electing To Lam. He previously held the presidency from May to October 2024 and was elected General Secretary of the Communist Party of Vietnam Central Committee in 2024. According to reports, he was re-elected to that party post for the 2026–2031 tenure at the first meeting of the 14th Central Committee on January 23, 2026.
India and Vietnam maintain close, warm bilateral relations designated as a Comprehensive Strategic Partnership — a status elevated during PM Modi’s visit to Vietnam in 2016. The relationship is guided by a “Joint Vision for Peace, Prosperity and People” adopted during a virtual summit between Modi and then-Vietnamese Prime Minister Nguyen Xuan Phuc on December 21, 2020.
The two countries marked the 50th anniversary of diplomatic relations in 2022 and have since continued to expand multi-dimensional cooperation. Modi’s congratulations underscore New Delhi’s interest in sustaining high-level engagement with Hanoi as both capitals pursue shared economic and regional priorities.
