Nagaland Education Dept Freezes Salary Budget Amid SSA/RMSA Agitation
The Department of School Education, Government of Nagaland, has issued a clarification amid protests by mainstreamed Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) teachers of the 2010 and 2013 batches over delayed salary releases, saying the matter is under review and that pay disbursement is being processed according to existing rules. The Department’s press statement dated September 25, 2026, reiterates that the teachers were originally appointed to posts created under Centrally Sponsored Schemes (CSS), with salaries funded by the Government of India.
The statement says recruitment advertisements and appointment orders did not specify that the hires were on CSS terms, prompting the affected teachers to seek mainstreaming into the State School Education Cadre. Following clearances from the Personnel & Administrative Reforms (P&AR) and Finance Departments and State Cabinet approval, 2,293 eligible SSA/RMSA teachers were mainstreamed into the State Cadre on September 2, 2022, under the Nagaland School Education Service Rules, 2017.
The Department confirmed that these mainstreamed teachers are currently drawing salary under the 7th Revision of Pay (ROP), receiving scale pay and other admissible entitlements, and are governed by the same service rules and government instructions as regular state employees. Despite this, teachers from the 2010 and 2013 batches have demanded that their salaries be charged to the State Account Head under the Non-Plan Budget — a request that has been formally represented and taken up with the concerned authorities. (For clarity, CSS refers to central funding for specific schemes; the Non-Plan Budget denotes recurring state expenditure not linked to centrally sponsored scheme classifications.)
Officials said the Adviser for School Education, representatives from Samagra Shiksha, the School Education Department and the Finance Department met with teacher representatives on June 3, 2025, to discuss the issue. The Department reiterated that while the State is working to ensure timely salary payments and adequate budgetary provision, individual state employees do not have the authority to decide the specific budget head from which their salaries are drawn. The outcome of ongoing consultations and representations will determine whether any change to the budgetary head or payment mechanism is effected.
