Centre Sanctions 5,000 PMAY-G Homes for IDPs: Urgent Relief
Union Agriculture and Rural Development Minister Shivraj Singh Chouhan on Monday approved the construction of 5,000 new houses under the Pradhan Mantri Awas Yojana – Gramin (PMAY–G) to rehabilitate internally displaced persons (IDPs) in Manipur, the Union government said. The approval, taken after a meeting in New Delhi with Manipur Chief Minister Yumnam Khemchand Singh, covers the financial year 2025–26 and follows a special-project proposal submitted by the state to house those affected by recent ethnic violence.
The Chief Minister attended the meeting with the state’s two deputy chief ministers, Nemcha Kipgen and Losii Dikho. During discussions, Chouhan assured the Manipur leadership of the Centre’s full support to restore peace and normalcy in the state and to expedite rehabilitation measures for displaced families.
The Union Rural Development Ministry has also cleared the use of a special window in the Awass+ 2024 household survey to record details of eligible affected households. The state government has been authorised to continue registering beneficiaries under this special project, with household data to be uploaded via the Awass+ 2024 mobile application.
The ministry stressed that beneficiary identification must strictly follow PMAY–G guidelines. New houses will be constructed in line with the scheme’s Financial and Functional Instructions (FFI), ensuring uniform standards, eligible cost norms and accountability in implementation.
Separately, the state has been permitted to sanction houses for families whose homes had previously received one or more PMAY–G instalments but were later destroyed in the violence, allowing those beneficiaries to receive full sanctioned assistance under the special project.
The Centre’s approval and the use of Awass+ aim to fast-track beneficiary identification and housing delivery for IDPs in Manipur, while keeping the process tied to existing PMAY–G rules and procedural safeguards.
