Residents of Moran’s Halmari tea estate say the state government has failed to deliver a promised model high school that was due to be built in 2019–20, leaving the donated site overgrown and unused years later. Local tea garden workers — who had given up portions of their farmland in good faith for the project — now complain the allotment has become a hideout for anti‑social elements instead of the modern school they were promised.
The model school scheme, introduced by the state to raise educational standards in tea garden areas, prompted hope among families in the Tingkhong block. Community leaders say the proposed campus was intended to serve students from the intermediate areas of Duliyabam and Halmari tea gardens, reducing the long, difficult journeys many children still make to access secondary education. Instead, the earmarked land lies neglected and encroached by scrub and weeds.
Local activists and the Tea Tribal Students’ Union say they have repeatedly notified departmental authorities, the district commissioner and the local MLA about the delay. The union’s leaders expressed anger that poor labourers had donated their fields “in the name of the school,” only to see the government remain indifferent. They say the continued absence of the school is hampering students’ educational development and causing avoidable hardship.
The activists specifically criticized local legislator and minister Bimal Borah for not taking even the foundational steps to start construction. The Tea Tribal Students’ Union warned: “If work has not begun before the next election, we will be forced to carry out strong protest actions.”
Residents insist they no longer want promises but a functioning school on the ground so the next generation in the tea garden belt can access a proper learning environment. They say the government’s response to this long‑standing demand will be closely watched.
