Opposition Urges Urgent EC Action Against Grave Electoral Subversion in Assam

Opposition political parties in Assam have submitted a memorandum to the Chief Electoral Officer (CEO) on January 25, alleging significant legal violations, political interference, and targeted harassment of genuine voters during the ongoing Special Revision (SR) of electoral rolls. They described the process as “arbitrary, unlawful, and unconstitutional,” warning that millions of eligible voters risk being excluded from the final electoral rolls before their expected publication on February 10.

The memorandum accuses election officials at various levels of violating regulations set by the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, the Manual on Electoral Rolls, 2023, and specific directives from the Election Commission of India (ECI) issued on November 17, 2025. The opposition stressed the need for immediate action to ensure that the revision process is fair and unbiased.

According to the memorandum, the draft electoral roll released on December 27, 2025, included 2.51 crore electors, with officials claiming complete verification across over 61 lakh households. The ECI had identified 4.78 lakh deceased voters, 5.23 lakh who have moved, and 53,619 duplicate entries for deletion.

However, opposition parties allege that a significant number of illegal bulk objections were filed during the claims and objections period, from December 27, 2025, to January 22, 2026, primarily based on alleged deaths or permanent migration. They expressed disbelief that so many voters could have died or changed residence in such a short time and argued that Electoral Registration Officers (EROs) should have immediately dismissed these objections without issuing notices.

The memorandum further claims that many objections were filed without the knowledge of those listed as objectors. Reports indicate that individuals have come forward claiming their EPIC numbers and mobile numbers were misused to lodge complaints. Nonetheless, EROs allegedly issued notices, which contravenes Rule 17 of the Registration of Electors Rules, 1960.

Additionally, the opposition contends that notices were sent without clear grounds for objections and with unreasonably short timelines for response, violating ECI communication standards. Concerns were raised about Booth Level Officers (BLOs) being pressured to conduct suo moto deletions of voter names-an action that is prohibited under ECI guidelines. Several BLOs have reported coercion or that their signatures were misused.

Furthermore, voters impacted by eviction drives reportedly have been denied the chance to file Form 8 for address changes, thereby disenfranchising them.

The opposition has pointed to alleged political interference in the SR process at the South Kamrup Co-District Office, naming three BJP officials believed to have influenced the issuance of bulk notices. Social media has circulated photographs and videos allegedly depicting late-night meetings where these notices were drafted, which the opposition sees as a serious breach of electoral law.

The memorandum also references a statement by the Assam Chief Minister on January 24, suggesting that notices would deliberately target members of the Miya community during the SR exercise. The opposition condemned this statement as arbitrary, mala fide, and unconstitutional, asserting it reveals an intent to discriminate against a specific community and undermines the electoral process’s impartiality.

They have urged the CEO to reject illicit and bulk objections without harassing voters, take action against those filing fraudulent complaints, prevent unsolicited deletions by officials, allow eviction-affected voters to submit Form 8, prohibit political figures from influencing electoral offices, initiate corrective administrative actions against errant officials, and file FIRs against named BJP officials under relevant laws.

The memorandum called for urgent corrective actions, warning that failure to act could severely erode public trust in the electoral process in Assam.
