India’s Startup Ecosystem: Fueling Space Defence and National Progress

As India celebrates the tenth anniversary of the ‘Startup India’ initiative, this movement has evolved beyond mere economic growth; it has become a crucial driver of nation-building, reshaping how the country fosters capability, opportunity, and confidence for the future. Launched on January 16, 2016, by Prime Minister Narendra Modi, ‘Startup India’ aims to nurture innovation, promote entrepreneurship, and create an environment conducive to investment-driven growth, transforming India into a nation of job creators rather than job seekers.

The transformation from a global “back-office” to an “innovation architect” reflects not only advancements in defense and technology but also the reconstruction of national institutions and decentralization of opportunities. Under Modi’s government, initial reforms intended to ease business operations have evolved into a robust capability-building framework for Viksit Bharat 2047. Defense startups, often viewed primarily through the security lens, contribute significantly to both institutional resilience and industrial growth.

Through the initiative iDEX, startups have been integrated into the procurement processes of the Armed Forces, a first in India’s post-independence history. This shift has turned the defense sector from a closed, import-dependent system into a diversified national manufacturing ecosystem. The results are evident: defense production has soared, exports have reached record levels, and private innovation is translating into tangible orders. To date, over 788 industrial licenses have been granted to 462 companies, boosting private sector participation.

Currently, the private sector accounts for nearly 23 percent of India’s total defense production, with over 16,000 MSMEs involved in the defense ecosystem. The slogan of Atmanirbharta, or self-reliance, has blossomed into a widespread movement. Prior to 2014, defense startups were virtually nonexistent; now, more than 1,000 startups operate in this field, developing mission-critical technologies previously sourced from abroad.

In a bid to eliminate reliance on foreign GPS technologies, India is advancing an indigenous Quantum Positioning System (QPS) with the assistance of startups like QuBeats, which recently won a $3 million grant under the ADITI 2.0 Defense Challenge. The armed forces are transitioning from dependent foreign drones to entirely indigenous systems, successfully tested during Operation Sindoor.

The Indian Army has also signed a ₹168 crore contract with startup NewSpace Research & Technologies for solar-powered surveillance drones, marking the induction of such unmanned aircraft for the first time, addressing endurance issues of conventional systems. Meanwhile, space and AI startups are enhancing the country’s sensory and cognitive infrastructure, with the number of space startups rising from just one in 2014 to over 382 today.

Bengaluru-based startup Pixxel has launched its first satellites as part of the Firefly constellation, India’s inaugural commercial satellite initiative, providing advanced hyperspectral imaging. Additionally, the upcoming Mission Drishti by GalaxEye promises to deliver “sovereign eyes” through the world’s first multi-sensor Earth-observation satellite.

The IndiaAI Mission is fostering the development of a Sovereign AI ecosystem, ensuring that India evolves from merely consuming international AI technologies to creating its own. Startups like SarvamAI are spearheading the creation of sovereign large language models, trained in Indian languages and hosted on domestic servers.

The government is democratizing AI innovation by providing subsidized access to over 38,000 GPUs at a nominal rate, enabling startup founders from small towns to develop high-quality AI models. Recognizing that true nation-building requires local expertise, initiatives like the India Semiconductor Mission and the DLI scheme have been launched to bolster the domestic chip industry, with startups like Netrasemi attracting ₹107 crore in VC funding for innovative solutions.

Furthermore, easing mapping policies has allowed startups to generate and update geospatial data within India’s territorial boundaries, unlocking potential innovations across agriculture, infrastructure, and governance. Companies like Satsure are utilizing satellite imagery for “Credit Scoring” for farmers, while others employ AI and data science for personalized farm advisories.

India’s biotechnology sector has also emerged as a significant pillar of economic growth, supported by BIRAC’s Incubation network, which now encompasses 75 BioNEST Centres and 19 E-YUVA Centres, creating substantial space for entrepreneurs and startups.

The shift from a regulatory focus to an innovation-driven approach through Startup India has empowered Indian entrepreneurs, leading to an ecosystem that emphasizes value creation for society. On Friday, Prime Minister Modi is set to meet with members of the startup community, as representatives share their entrepreneurial experiences, further cementing the initiative’s role in nation-building.
