Trump Envoy Unveils Bold ‘Phase Two’ Strategy to End Gaza Conflict: A Path to Peace
United States President Donald Trump’s special envoy to the Middle East, Steve Witkoff, recently announced the introduction of the second phase of a US-brokered plan aimed at resolving the ongoing crisis in the Gaza Strip. In a social media post, Witkoff stated that Trump’s 20-point plan is transitioning from a ceasefire to a focus on demilitarization, technocratic governance, and reconstruction in the region.
This phase is set to establish a transitional administration to oversee the war-torn Palestinian territory, with a clear goal of ensuring the full demilitarization and reconstruction of Gaza. Witkoff emphasized that the US expects Hamas to adhere to its commitments, including the immediate return of the remains of deceased hostages, warning of “serious consequences” if they fail to do so.
The Gaza Government Media Office reported that Israel has violated the ceasefire established in October more than 1,190 times, resulting in over 400 Palestinian deaths and obstructing vital humanitarian aid access. Hamas, which condemned these violations, has not yet responded to Witkoff’s announcement.
Reporting from Deir el-Balah, Al Jazeera’s Tareq Abu Azzoum highlighted that Hamas has previously signaled readiness to relinquish daily governance in Gaza as per the Trump plan. However, questions regarding the structures and authority of the proposed governing body remain unanswered, alongside significant concerns over the reconstruction efforts, as more than 80% of buildings in Gaza have suffered damage or destruction due to ongoing bombardments.
The stability of the ceasefire is a crucial factor, with any deterioration potentially jeopardizing the outlined plans. Meanwhile, Israeli Prime Minister Benjamin Netanyahu reaffirmed the return of former Israeli police officer Ran Gvili’s remains as a top priority, assuring that efforts to establish the technocratic committee in Gaza would not interfere with these attempts.
The original 20-point proposal, introduced in September, includes the establishment of a “Board of Peace” led by Trump and the deployment of an “international stabilization force” to enhance security in the region. Netanyahu recently appointed former UN Middle East envoy Nickolay Mladenov to lead the board, which will oversee the new Palestinian technocratic government.
Mediators from Qatar, Turkiye, and Egypt expressed support for forming this technocratic body, emphasizing that its establishment could facilitate progress on the ceasefire agreement. They urged all parties involved to honor their commitments to foster a sustainable peace and lay the groundwork for Gaza’s reconstruction.
However, dissenting voices like Al Jazeera’s senior political analyst Marwan Bishara questioned the fairness of the US-led initiative, arguing that it appears skewed in favor of Israel and highlights the ongoing suffering of Gaza’s civilians. He noted that the absence of genuine pressure on Israel undermines the prospects for a lasting solution.
As humanitarian organizations push for unimpeded aid access, reports indicate that hundreds of thousands of displaced Palestinians are enduring overcrowded and insufficient shelter amid harsh winter conditions. Legal experts have criticized Israel’s restrictions as violations of its responsibilities as an occupying power and contrary to the stipulations of the ceasefire agreement.
Moreover, recent violence in the region continues to escalate. Reports confirm that an employee from Nasser Hospital in southern Gaza was killed by Israeli gunfire, with the Palestinian Health Ministry reporting at least 15 additional fatalities from recent conflicts, raising the total number of casualties in Gaza to over 71,400 since the onset of hostilities in October 2023.
As the situation develops, the challenges to achieving peace and stability in the region continue to loom large.
