Manipur’s Member of Parliament, Angomcha Bimol Akoijam, raised significant concerns in the Lok Sabha on December 17 during discussions surrounding the VB-G RAM G Bill. He called on fellow lawmakers to transcend partisan divides and foster a more consultative approach when crafting legislation that affects the rights and livelihoods of citizens.
In his opening remarks, Dr. Akoijam emphasized the necessity of preserving Mahatma Gandhi’s legacy, warning against any attempts to undermine his historical and moral contributions. He referenced a common sentiment that the modern world has been fundamentally shaped by four prominent figures: Sigmund Freud, Karl Marx, Albert Einstein, and Mahatma Gandhi, highlighting Gandhi as the only non-Jew among them. Dr. Akoijam asserted that Gandhiji’s principles are integral to India’s democratic and ethical landscape and deserve respect from all political factions.
The MP further pointed to landmark legislative achievements, specifically the Right to Information (RTI) Act and the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), noting their critical roles in enhancing democratic accountability. He explained that the RTI empowers citizens to question the State, while MGNREGA derives its constitutional authority from the Right to Work, which he argued is rooted in the Right to Life as stated in Article 21 of the Constitution.
Addressing ongoing rural distress, Dr. Akoijam urged the Government to bolster the implementation of MGNREGA. He proposed extending the guaranteed employment period from its current 100 days to between 125 and 150 days and advocated for raising the minimum daily wage to at least ₹500. He stated that these measures are vital to ensure that MGNREGA effectively supports rural livelihoods.
In conclusion, Dr. Akoijam called for a more collaborative relationship between the Government and the Opposition, especially regarding legislation that impacts citizens’ rights and economic security. He also suggested that the VB-G RAM G Bill be sent to a Select Committee for thorough examination, broader consultation, and to promote wider parliamentary consensus.
