NSF and Lotha Hoho Collaborate to Advance ILR Initiatives: Key Outcomes Revealed

The Naga Students’ Federation (NSF) held a significant meeting with the Lotha Hoho and its associated organizations on November 29 at the Lotha Hoho Headquarters in Wokha. The gathering aimed to address critical issues surrounding the strengthening of Inner Line Regulations (ILR) to manage immigration and safeguard the indigenous identity of the Naga people, as well as to focus on the socio-economic prospects of Naga youth.

Chairing the meeting, NSF Vice President Vimeyiekho Vitso highlighted urgent issues related to immigration control. In his keynote address, NSF President Mteisuding Harang emphasized the growing threat of illegal immigration and warned that failing to act could jeopardize opportunities for future Naga generations. He expressed deep concern over the indiscriminate issuance of ILP (Inner Line Permit), PRC (Permanent Residential Certificate), and trade licenses to non-locals, describing this as a detrimental trend that weakens indigenous rights.

Harang urged the youth to pursue entrepreneurship and business endeavors, noting the limited opportunities for government jobs. He reminded the participants of the federation’s duty to defend Naga identity, culture, and traditions.

Senchumo NSN Lotha, Chairman of the ILR Committee, reinforced the need for united action to protect the rights of indigenous residents. He presented detailed recommendations for ILR awareness and insisted that the state government must take the NSF’s proposals seriously. One key recommendation is to establish ILP checkpoints at the Dimapur Airport and Dimapur Railway Station to regulate entry points for non-indigenous individuals.

Er. Mhondamo Ovung, President of Lotha Hoho, pointed out that inadequate enforcement and lack of monitoring have exacerbated illegal immigration. He challenged authorities to reflect on the reasons behind the continued influx of outsiders and questioned whether local workers are fully tapping into available opportunities in trade and labor. He further warned that improved railway connectivity could heighten immigrant inflow unless proper controls are established.

Thungbeni Ngullie, President of Lotha Eloe Hoho, pledged full support for the NSF and ILRC initiative, asserting the need for women’s participation to enhance community awareness. She encouraged the district administration to work closely with civil society and proposed a dedicated sensitization program for women.

A distressing revelation came from Limhathung Yanthan, President of Lotha Youth Hoho, who disclosed that up to 80% of business establishments in Wokha are run by non-locals. He expressed steadfast support for the NSF campaign and cautioned against the exploitation of “local guarantors,” a practice that poses severe risks to Naga society.

Lirhonthung Kithan, President of the Lotha Students’ Union (LSU), assured full cooperation for enforcement activities. LSU leaders noted that many non-locals gain entry into Nagaland without an ILP due to the lack of border checkpoints, later obtaining permits from district offices through unsafe methods. They advocated for establishing ILP counters at all major entry points and raised concerns about outsiders acquiring ILP passes in bulk to exploit the system.

Recent ILP checks revealed serious enforcement gaps, as several individuals who lacked valid permits were turned back only to re-enter through Dimapur with illegally obtained passes. Mutsikhoyo Yhobu, Secretary General of the North East Students’ Organization and former NSF President, along with Ninoto Awomi, also contributed to the discussions.

All participating organizations underscored their collective responsibility to protect Naga identity and secure a stable future for younger generations. The meeting concluded with a commitment to increase collaboration, pursue stronger enforcement measures, and uphold the dignity, culture, and rights of the Naga people, according to NSF statements.
