
Urgent Action: Satra Commission Bill to Tackle Encroachment Issues
The Assam Cabinet has announced plans to introduce a Bill in the next Assembly session aimed at establishing a Satra Commission, following the recommendations of the Biplab Sarma Committee under Clause 6 of the Assam Accord. This initiative is set to preserve and promote the state’s rich Satra heritage. Chief Minister Himanta Biswa Sarma stated that the Commission will comprise a retired High Court judge, a retired government official of secretary rank, and two Satradhikars, after the Cabinet meeting held at Lok Sewa Bhawan.
The newly proposed Satra Commission will possess the authority to conduct independent inquiries and issue directives regarding land encroachments to the state government and the District Commissioners (DCs). According to Sarma, while DCs may appeal on land-related matters concerning the Satras, the Commission can intervene if officials do not take action. Moreover, citizens will be allowed to directly appeal to the Commission regarding land disputes.
Sarma also highlighted that the Commission will maintain a dedicated fund for the upkeep and conservation of the heritage Satras. In addition to this, the Cabinet held an extensive discussion regarding a proposed ammonia plant expected to produce 12.7 lakh metric tonnes. This plant will be a joint venture between Hindustan Urvarak & Rasayan Limited (HURL) and Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), involving an investment of Rs 10,601 crore, with the Assam government contributing Rs 4,000 crore. This project is anticipated to generate employment for 460 permanent staff and approximately 1,500 additional workers.
The foundation stone for this ammonia plant is expected to be laid by Prime Minister Narendra Modi in December. The Assam government has already allocated the necessary funds for its execution to the Udyog Bibhag. In another significant development, the state government approved a 3% increase in the Dearness Allowance (DA) for government employees and pensioners. Sarma pointed out that the Centre recently announced a 3% DA hike for its employees, raising their total to 58%. He confirmed that the state government’s DA will also be increased from 55% to 58%.
Lastly, the Cabinet reviewed the implementation of the Nijut Moina Asoni initiative, through which the government has allocated Rs 125 crore to the Higher Education Department.
