She noted that the president was referring to employees currently furloughed since Congress allowed funding to lapse on October 1. The White House budget office is currently assessing which employees may be laid off if the shutdown persists, although previous shutdowns have not led to mass terminations, typically resulting in hundreds of thousands of furloughed workers.
