Russ Vought, Director of the Office of Management and Budget (OMB), announced on September 3, 2025, that the Trump administration has frozen $2.1 billion in Department of Transportation (DOT) funding earmarked for two crucial projects aimed at enhancing Chicago’s transit system. This funding freeze comes amid a federal government shutdown, which Vought and other Republican leaders attribute primarily to Senate Majority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries, accusing them of obstructing a short-term funding agreement.
According to the DOT, the government shutdown will delay the review process for Chicago’s transit upgrades, specifically to ascertain whether the projects employ “unconstitutional practices” regarding the race or gender of construction workers. On the same day, Vought highlighted the freeze as part of a growing trend wherein the administration has taken similar funding actions against cities and states led by Democrats. Just days prior, Vought revealed an $18 billion halt on federal funding for two major infrastructure projects in New York City, targeting Schumer and Jeffries’ home state. Additionally, he announced nearly $8 billion in canceled funding for climate-related initiatives in 16 states won by Democratic nominee Kamala Harris in the 2024 election.
In a post on social media platform X, Vought specified that the $2.1 billion freeze concerns the Red Line Extension and the Red and Purple Modernization Project in Chicago, both of which are managed by the Chicago Transit Authority (CTA). The Red Line Extension aims to expand the train line by 5.5 miles, adding four new stations, while the Red and Purple project focuses on reconstructing existing infrastructure along those routes.
Following the announcement, the DOT issued an interim final rule prohibiting federal grants from utilizing race- and sex-based contracting requirements. They indicated that the CTA projects are now undergoing further administrative review to ensure compliance with this mandate. The DOT emphasized that their actions are consistent with their belief that Americans prioritize the efficiency of infrastructure projects over the demographic backgrounds of those involved in the construction process. “Americans just want these massive projects built quickly and efficiently,” the DOT stated.
Moreover, the department reiterated their stance on the importance of resuming government functions, urging Democrats to cease what they described as “holding the federal budget hostage.” They asserted that benefits for undocumented immigrants should not negatively impact essential investments in the nation’s transportation infrastructure.
Governor JB Pritzker of Illinois, along with Chicago Mayor Brandon Johnson, both Democrats, have been called upon for their response to the funding freeze, as President Trump continues to criticize their leadership.
