BRICS Nations Unite Against Terrorism After Pahalgam Attack: A Call for Action
BRICS countries have strongly condemned the recent terrorist attack in Pahalgam, reaffirming their commitment to combat terrorism in all its forms. In a Joint Declaration issued at the conclusion of their seventeenth Summit in Rio de Janeiro, Brazil, the group emphasized the need for zero tolerance toward terrorism and denounced the existing double standards in addressing this global issue.
The Joint Declaration expressed unequivocal disapproval of all acts of terrorism, labeling them as criminal and unjustifiable regardless of the perpetrators’ motivations. It stated that terrorism should not be linked to any religion, nationality, civilization, or ethnic group, and all individuals involved in terrorist acts or supporting such actions must face accountability under national and international law.
The statement included a specific condemnation of the attack in Jammu and Kashmir on April 22, reiterating a commitment to countering terrorism in diverse forms, including cross-border terrorist movement, financing, and the provision of safe havens. The countries called for a collective commitment to ensure zero tolerance for terrorism and to avoid inconsistent approaches in combating it.
Recognizing the central role of states in fighting terrorism, BRICS members urged global cooperation to prevent and address terrorist threats. They stressed that states must adhere to their international obligations, particularly under the UN Charter and relevant human rights, refugee, and humanitarian laws.
The group welcomed the efforts of the BRICS Counter-Terrorism Working Group and its subgroups, based on the BRICS Counter-Terrorism Strategy and Action Plan, expressing optimism about advancing counter-terrorism collaborations. They advocated for the swift finalization and adoption of the Comprehensive Convention on International Terrorism within the UN framework, aimed at unified actions against designated terrorists and entities.
Furthermore, the BRICS nations reaffirmed their dedication to combating illicit financial flows, including money laundering and terrorism financing, while also addressing related global issues like drug trafficking, cybercrime, environmental crimes, and corruption. They noted the increasing reliance on new technologies, such as cryptocurrencies, for terrorist activities.
The group stressed the importance of enhancing technical assistance and capacity building, particularly for developing countries, to facilitate compliance with international obligations. They reaffirmed the need for politically neutral international anti-crime cooperation, particularly in prevention and financial investigations.
In their statement, they highlighted the necessity for strengthened collaboration through existing BRICS working groups and meetings among member countries’ competent authorities. Additionally, they acknowledged the importance of creating safe developmental conditions for the youth, reducing the risks of their involvement in illegal activities, and welcomed international projects that engage young people in positive initiatives.
