Meghalaya’s Railway Conundrum and Winter Capital Dreams

In a bid to address two long-standing issues, Meghalaya Governor CH Vijayashankar has constituted two all-party committees to deliberate on introducing railway connectivity in the state and establishing a winter capital in Tura. The committees, comprising representatives from recognized political parties and government departments, will begin their discussions soon.

The committee tasked with examining railway connectivity will focus on conducting a cost-benefit analysis, consulting stakeholders, and submitting recommendations to the state government. This comes amidst controversy surrounding railway expansion in the Khasi-Jaintia Hills, with some NGOs opposing the project due to concerns over illegal immigration. Many have demanded the implementation of the Inner Line Permit (ILP) before proceeding with the project, which has stalled several key initiatives, including the Tetelia-Byrnihat goods train line and the Byrnihat-Shillong rail network. The central government has even sought a refund of Rs. 209.37 crore, which was sanctioned for land compensation in Khasi-Jaintia Hills but remained unused due to stalled projects.

The state currently has only one operational railway link, connecting Assam to Mendipathar in Garo Hills. The committee will need to navigate these complexities to find a feasible solution, considering the significance of railway connectivity for the state’s development.

The second committee will assess the viability of setting up a winter capital in Tura, a demand raised by various NGOs and civil society groups. The committee will weigh the advantages and disadvantages of having two state capitals, seeking stakeholder opinions and submitting its findings to the government. The formation of these committees underscores the importance of both issues, as the state government seeks a consensus-driven approach to address key developmental challenges.

The move is seen as a step towards addressing the regions’ unique needs and aspirations, with the state government keen to arrive at a solution that balances economic development with social and environmental concerns. As the dialogue begins, stakeholders will need to navigate diverse perspectives and priorities to find a mutually beneficial compromise.
