Oil India Conducts Pioneering Disaster Resilience Exercise at Duliajan: Ensuring Critical Oil Services
In a bid to assess its emergency response preparedness, Oil India Limited (OIL) conducted a Tier-III Off-site Disaster Mock Drill at its Field Headquarters in Duliajan, Assam. The mock drill, which was held at the CGGS-Madhuban located near Duliajan Town, simultaneously involved other OIL installations in the area due to their close proximity and connectivity. The drill, which was successfully carried out through the joint efforts of various OIL departments, the Dibrugarh District Administration, National Disaster Response Force (NDRF), Central Industrial Security Force (CISF), Duliajan Police Station, and several Mutual Aid partners, aimed to test the effectiveness of emergency response procedures in the event of a disaster.
The mock drill scenario involved the leakage of condensate in Tank-1001, followed by the rupture of the same tank and the Rich Gas-II line filter separator. A massive fire ensued, compelling personnel to quickly isolate Tank-1001 and the Rich Gas-II line filter separator according to the Isolation Plan. Firefighting efforts began immediately, and some employees suffered minor injuries during the operation. The security, fire, and medical agencies were placed on high alert, and emergency response procedures were activated promptly. The OIL Fire Services and their Mutual-Aid Partners successfully contained the disaster, while rescue and relief operations were undertaken jointly by NDRF, CISF, and OIL Medical Teams.
Eshanul Sofi, Assistant Deputy Controller, Civil Defence, Duliajan, represented the District Commissioner in the role of Chief Incident Controller, while Anita Dam, Resident Chief Executive (Officiating), led the OIL team. The mock drill concluded with a formal debriefing session, where observations and areas for improvement were discussed. Observers were impressed by the response and participation of stakeholders, crediting it with developing confidence in tackling real-time emergencies.
