Myanmar and Russia Strengthen Ties with High-Level Diplomatic Visit to Moscow
Myanmar’s Prime Minister Min Aung Hlaing, accompanied by top government officials and military leaders, embarked on an official visit to Russia on Monday, further solidifying the two countries’ growing diplomatic ties. The high-level delegation is expected to meet with Russian President Vladimir Putin, with discussions centering on bolstering bilateral cooperation and addressing international issues.
According to the Kremlin, the talks will focus on "prospects for the further development of mutually beneficial Russian-Myanmar cooperation, as well as international issues." Following the meeting, both sides are set to release a joint statement and sign multiple intergovernmental and interdepartmental agreements. This visit marks a significant milestone in the deepening of relations between the two nations, with Russia having already expressed its willingness to invest in the war-torn country.
A key area of cooperation is security, with Myanmar and Russia strengthening their alliance through personnel training, technology exchange, and military guidance. In an interview with TASS in 2024, Prime Minister Aung Hlaing emphasized that Russia is assisting Myanmar in maintaining its army at a modern level, praising the country’s support in keeping the military forces up-to-date.
Notably, a large number of Myanmar military personnel has been educated in scientific-technical and military fields at Russian universities, making it the largest sphere of interaction between the two nations. Russia’s investment interests in Myanmar were also highlighted, with a recent deal to develop the Dawei Special Economic Zone (SEZ) in the Tanintharyi Region of southern Myanmar, featuring a port and oil refinery. This move is part of Russia’s efforts to strengthen its presence in the Southeast Asian region, viewing Myanmar as a reliable partner.
The visit comes after a meeting between the two leaders in Vladivostok in 2022, where they discussed the Eastern Economic Forum. Russia’s willingness to invest in Myanmar’s development, particularly in the SEZ, underscores the country’s commitment to revitalize its war-torn economy. As Myanmar’s military continues to receive backing from Russia, the country’s military is likely to remain a key aspect of their relationship, with greater cooperation expected in the future.
