TURA: Social activist Cherian Momin from Garo Hills has raised concerns about the inclusion of non-tribals in the electoral rolls of the Garo Hills Autonomous District Council (GHADC). Speaking under the banner of the minority group, Sarvadaliya Sammelan, Momin emphasized that the Indian Constitution’s Sixth Schedule, which is meant to safeguard the rights of Scheduled Tribes, is being compromised by the enlistment of non-tribals. This move, he argued, threatens the constitutional sovereignty granted to Scheduled Tribes by allowing non-tribals to influence governance in tribal self-governing bodies.
A gathering by Sarvadaliya Sammelan in Mahendraganj highlighted demands for a separate electoral roll for the GHADC, underscoring the need for exclusive tribal participation in governance. The GHADC, being a general administrative body, should prioritize self-governance for the A·chik tribe, as per Momin. He stressed that empowering non-tribal names in the council’s electoral processes runs counter to constitutional principles and could lead to the erosion of tribal rights.
Momin voiced that the ongoing practice not only challenges constitutional mandates but also poses a threat to customary and constitutional land tenure laws. His call for action urged constitutional authorities, policymakers, and the judiciary to address these oversights. Additionally, he expressed concern over the governance practices in Meghalaya and the broader Scheduled Areas, urging for adherence to the Indian Constitution’s provisions concerning tribal welfare.
