Defiant Uprising: Clerical Staffers Courageously Challenge Mass Transfers in Education Dept.
In Itanagar, the recent large-scale transfer and reshuffling of clerical staff within the Directorate of Elementary Education (DEE) have sparked significant resistance among employees. The reshuffling, initiated by Education Commissioner Amjad Tak on 17 January, involved 40 clerical staffers and seven teachers, leading to unrest as affected staff allegedly sought to overturn the orders through political influence, disrupting the DEE’s usual operations.
Unverified reports suggest political figures are intervening, requesting the reversal of transfers for their close associates. A narrative is purportedly being spread suggesting that non-academic employees at DEE or the Directorate of Secondary Education cannot be transferred, although the Arunachal Pradesh Education Act, 2010 clearly states otherwise. According to the act, all Group C ministerial staff are subject to transfer within educational institutions and offices across the state, with defined tenure periods depending on the region classified as hard belt, middle belt, or soft belt.
Amidst these allegations, the transferred employees reportedly held a meeting and agreed not to comply with the transfers or new assignments. However, the veracity of this claim remains unconfirmed, as several involved staffers declined to comment. Key officials, including Director of Elementary Education Otem Tayeng and DEE in-charge Khading Perme, have also refrained from making any statements.
The education commissioner justified the reshuffling as part of a strategic initiative to enhance accountability, transparency, and operational efficiency at both state and district levels. The goal includes ensuring equitable distribution of human resources, fostering a dynamic workforce, preventing administrative stagnation, and enabling employee skill enhancement across diverse roles. This initiative aims to prevent administrative bottlenecks and introduce new perspectives into decision-making processes, according to the reshuffling order.
