Empowering Futures: World Bank’s $35 Million Boost Transforms Education and Job Opportunities
The World Bank has approved a $35 million project aimed at empowering adolescents in Meghalaya by tackling significant challenges in education, health, and skill development. Named the Meghalaya Multisectoral Project for Adolescent Wellbeing, Empowerment, and Resilience (MPOWER), this initiative targets over 500,000 young people, who constitute more than 24% of the state’s population. The project seeks to lower dropout rates, enhance learning outcomes, and prepare adolescents for future employment.
Meghalaya faces alarmingly high dropout rates, with 11% at the upper primary level and 22% at the secondary level—both figures significantly above the national averages. Compounding these educational challenges are issues of substance abuse, early marriage, and teenage pregnancy. MPOWER aims to bridge the learning gaps for grades 6-12, focusing on improving reading and mathematics skills. It will also equip students with life skills, mental health awareness, and career guidance to encourage continued education.
The project collaborates with the Meghalaya State Skills Development Society to impart business skills to budding entrepreneurs and out-of-school adolescents. By employing mentoring programs, innovative web platforms, and community clubs, it will engage both parents and students. Additionally, the initiative provides vital information on sexual and reproductive health to curb teen pregnancies and support school completion.
The World Bank’s Country Director for India, Auguste Tano Kouamé, highlighted the project’s holistic approach, which draws lessons from similar initiatives in states like Jharkhand. Experiences from World Bank projects in Tanzania and Bangladesh have also informed its design, demonstrating that youth engagement through counseling and creating safe community spaces can effectively reduce dropout rates.
The $35 million loan from the International Bank of Reconstruction and Development (IBRD) features a variable spread with a 15-year maturity and a 5-year grace period. Currently, the World Bank is involved in more than 60 projects worldwide, focusing on job creation for women and youth, with a total commitment of $9.3 billion.
